AdLibra: A Milestone in Advertising Monitoring

On 23 April 2026, the European Advertising Standards Alliance (EASA) officially launched AdLibra, a pioneering tool designed to strengthen how advertising is monitored and analysed across Europe. The launch marks an important milestone in the evolution of advertising self-regulation, bringing enhanced digital capabilities to the sector and supporting Self-Regulatory Organisations (SROs) in their mission to uphold ethical standards in advertising.  

AdLibra combines advanced automated monitoring with manual review functionalities, enabling EASA and its network of SROs to monitor more than 6.5 million advertisements monthly across online platforms to select relevant content and conduct AI-powered and manual analysis.  

AdLibra’s development was driven by the technical expertise of DEUS, working closely with ten SROs from across the EASA network. These organisations provided continuous feedback throughout the design and testing phases, ensuring that the tool reflects the practical needs of self-regulation and legal review. Google and Meta also provided critical technical support throughout the setup and development of AdLibra. 

AdLibra is available for use across Europe, where Meta Ad Library and Google Transparency Centre are available. For now, the tool is for exclusive use by SROs, providing them with an integrated platform to conduct both automated and manual analyses that were previously only feasible at much smaller scales.  

At the launch event of 23 April, the capabilities and real-world potential of AdLibra were showcased with a short demo, and discussed more in depth during a panel discussion, which included representatives involved in the project’s development who shared insights into the collaborative process and the vision behind the tool. Their contributions highlighted how AdLibra can empower SROs to be even more effective in identifying, prioritising, and evaluating advertising content across diverse media ecosystems.  

As a first-of-its-kind tool in the advertising self-regulatory landscape, AdLibra sets a new standard for monitoring. EASA and its partners are already looking forward to expanding the tool’s capabilities, including adding more ad libraries and further enhancing analytical features to meet the evolving needs of the industry.
